You have to search by type the website's name in the search engine box If the result is that IF this website will appear on the result page then we should say it is not penalized nor banned. If this website does not appear on the result page that means it is penalized or banned.

1. Check your website Site:your domain URL
2. Check your website traffic
3. Check your website web master tool

Open new tab in igcognito mode, then search site:yourdomain, if your site still appear then your site is safe.
