If your website has the elements of a low-quality page, chances are that your website won't get ranked at all. A low-quality website is not the same as a spam website. Here are some point of a low quality website:-
  1. Low-quality main content
  2. Lack of expertise and authoritativeness
  3. Negative reputation
  4. Lacking care and maintenance
  5. Poor page design

I am agree with your opinion. I have also some other reason for low quality website.These are:

1. Duplicate content
2. Outdated content or broken links
3. Untrustworthy or ‘filler’ content
4. Negative reviews
5. An unintuitive website design

Low quality websites are those websites which are having duplicate content, low webpage loading, low maintenance, poor design and broken links.
