Short answer is now. Everyone that knows what they are doing has good quality at this point. You need to also make sure you are trying to make an emotional connection with your desired audience. Build a loyal following.

To some extent it is but to optimize it with the perfection of your keywords is the most exclusive thing to do. And also giving proper anchor text also helps you rank your site.

Good content is best for the site but it is not enough after then lots of work having like website quality, link structure, meta tag, alt image and more activity needed for the website so don't forgot these things.

Having a good content is important but it is not enough. You need to promote your website, product or service/s. You also need to build connections with the influencers in your industry or niche and reach out to your target market.
