Why MOZ wont rank my site
 

I am working on two sites. Both are local business websites and the aim is to be in first page of Google UK SERP. I am doing proper local citation, local directory submission, Social Bookmarking and link building through different white hat practices for both. New articles are published in a regular basis. One of them is getting good DA and PA. But PA and DA is not increasing for another. For a Long period of time PA=1 and DA=1. It is worth mention I am doing same work for both.
Any one please help me, what's the problem?

I am working for two months. How much time it would need?
