Are they regarded as high quality links?

Are they still worth it?

Forum signature links do not help build backlinks for your website. They are considered only to drive a handful of traffic to your website. They are not much fruitful and doesn't help rank your keywords in search engines.

Google in its recent SEO changes has modified the way it read signature. Things are not very clear as yet though.

If you are posting comments in relevant forums then signature links will be more effective.
