Is Google Penalizing Guest Posts?

I have been reading a lot about possible penalties google is inflicting on websites for referral links or guest posts. Can someone please shed some light on the same?

google penalizes any content that is copied or does not contains any information, link farming is prohibited as google says.

It depends on the quality of your content or article, If your content is unique google will not penalize it and if your content is duplicate google will penalize it.

Too much is always bad. If you use anchor texts on all links, I mean the juice keywords as anchor texts, you are likely to get a manual action. Unless you make them nofollow, and which is recommended, chances are that you will be penalized

no man! This will be only harmful if you are doing unhealthy things such as copy pasting, grammar mistakes etc.

Yes, guest blogging is considered as a spam SEO technique and Google has already penalized a reputed guest blogging network.
