Web 2.0 Sites Have Any Value?

Recently we hired a SEO guy. He said he is going to create several web 2.0 sites to get backlinks. He said web 2.0 sites are respected in Google and we can achieve good results in Google with the help of these web 2.0 backlinks. I am not quite sure. What's your opinion?
