Yes it is, for "non competitive" keywords.
On the other hand, backlink is one of the more essential part of a site.
Building backlinks isn't necessary though you can make the people do the work for you.

Yeah, its possible for Low competition keywords, if u add same keywords on all meta tags, titles, description and in content.
