This is not latest penguin update. its a 2012 update only. recently updates about penguin was Google has confirmed to Search Engine Land that it updated its Penguin filter on october 19 2014. Penguin targets sites deemed to be spammy, especially those found in violation of Google’s guidelines about linking.

Nothing just affect the spam link building. With this new penguin, hardly any sites get affected with it.
