Google sandbox is as a recycle bin for google. Google use it for penalized website or non-visibe website for visitors. Google keep this website on sandbox till your website not recovered.

When Google penalized a website completely, then that website drop in a dustbin called Sandbox. But the website is not waste, Google's Spam Engineer works on that Spam Website and analyze to recover it.
