If you run Wordpress, Savvii.nl (yes it's in the Netherlands) is a good option.
Fully managed, very good support, very good server response time. It slashed my page load times.

As an alternative I see Maxihost.com.br can be good for meeting all your needs. Servers are not pricey ans they work like a clock. Support is knowledgeable and skilful.

Why you want to go for a semi dedicated server. why not try VPS which also have the same capabilities as of a semi dedicated server.

Semi-dedicated hosting is very suitable for the maintenance of multiple websites or a website with high traffic that needs more CPU, RAM, Disk Space and other resources. The semi-dedicated hosting plans provide much more resources and better performance than the standard shared hosting as there are much fewer accounts per server.

Semi-dedicated doesn't really exist anymore. They are just large VPS plans...
