I would stay away from buying links from link farms big time. You can be punished by Google big time and never recover. Back links need to be done manually. No short cuts. This takes countless hours.

Buying links is considered as the spamming technique.. If you buy too many links, it definitely gonna leads to the penalization of a website by search engine.

Realistically, it is bad if Google caught you in doing so. You will be caught if you are buying links from link farms or spammy resources.

At some point, buying links from good resources somehow brings good results.

Depends on where those links are.
Google bots are smart to understand that link in footer, side bar, end of an article (author bio) and on pages like 'blogs we love' could be paid and hence give less value to those links.
