No, Google itself doesn't react to this kind of activity unless you do it using their product like Google Plus. The ones that take actions to these kinds of activities are the social media site owners where you buy tweets or likes or other form of social signals.

Buying followers might get you the numbers but not the users. As most of the fans & followers would be bots which are created for the sole purpose of liking the pages/ increasing followers. Quantity vs Quality. Yes you have followers but non of them are real. You purchase zombies.

No, it is not right. buying a bulk of followers is regarded as the spamming technique by search engine. So avoid it.
