Does the Google search bot track load time?

In my words, A lot of people assume that Googlebot measures page load, but no, the bot has nothing to do with measuring speed.. If anybody know clearly, pls share your experience....

Hi, Your main pages loading time greatly effects SEO. Why? Cuz if Google spiders could read ur site fastly it means internet users too. And it means ur site is user friendly ;) Got it?

Then why webmaster tools have page load optimization?
