The difference between panda and penguin is that panda looks for the duplicate content on the site if your website has some quality issues you can be hit by a panda and penguins is targeting over SEo sites

Penguin update
:-

Google Panda -penalize sites with lower quality content and in the process, return sites with high quality content to the top of the results where they belong.
Google Penguin - Google Penguin also looks to tackling Black hat SEO techniques that many sites use to increase their search engine ranking. This includes techniques like;

Keyword/keyphrases stuffing within content.
Comment spamming by including links using the same anchor text.
Links from article directories and directory listings.
Having excessive/unnatural internal links.
Too many external links pointing to your site that use the exact same anchor text.
Excessive links from low quality sites.

What is Google Panda:
As an obvious result, many websites with huge amount of advertising, or those with low quality content, saw a huge decline in the rankings. Ever since Panda was launched, there have been many updates to it ranging to over 22 in total.
What is Google Penguin:
This included lowering the search engine rankings of all those sites that practice black-hat SEO techniques like duplicate content, keyword stuffing and cloaking to name a few.

Both the algorithms are focused on poor quality content and low quality link building.Website having good content quality with high quality links have get benefits in search engine result page.

Panda penalize those site who has duplicate content and penguin penalize those site who has low and spammy links.
