Blog consists of articles (posts). It's an organized way to store and show them to the readers.

The only difference between blog posting and article submission are where you can invite other user to make comment on your post for blog commenting,but in case of article you just spread information with relevant user and help them to explore that topic in deep.

If it goes for seo, blog and article are different and both can rank better than each other

I have seen many article sites that offer comments too so in my opinion this difference is not fairly large. If you google about the difference between the article and the blog you would find that usually there is a slight difference of word count and the opportunity of posting the links in the body.

Article sites usually allow users to post the article more than 400 words and some prefer to post 600 words but on the other hand blog can consists of only 300 words.

Article sites usually offers a bio option for the authors but blogs do not.
There are other several differences too between the article and the blog sites.

You can add author bio in article site but you can not add author bio in blog sites.

Blogs word length is 250 to 300 words, article word length is 400 to 500 words.

Well an article could be used on a blog, a static website, an article directory, a Squidoo lense, etc.

A blog is a type of website where your most recent posts are generally on the front page, posts are archived and categorized, etc.
