Which is more important On Page SEO or Off Page SEO ???

One without the other can't guarantee good SEO.

Need both..but proper on page seo lower the off page seo efforts...

Both on page seo and off page seo compliment each other. On page seo alone or off page seo alone would not be useful. Like Permingo mentioned, if you have taken care of on page seo, you are saved of off page seo efforts to a large extent.
