Which is the best platform to design a Website ??

Honestly, I suggest WordPress over anything else. It is best platform for design on the website easy. It is totally open source and has great features.

NOTEPAD++
XAMPP

Those are all you need to create a nice website that many will enjoy.

Wordpress and Joomla both are best CMS for design a website.

I would like to suggest wordpress is best for making blog sites and Joomla is best for making ecommerce sites.

Base on my experience Magento is the best for ecommerce website design & development.
