There are so many ways of link buildking in SEO like: directories, bookmarking, blogs, article and also link exchange.

Can tell me the best way of link building. Also share a list of good PR bookmarking websites

As we all know that google is soon going to start penalizing the websites which are over optimized so it is better to work more on quality of backlinks. You ca submit unique articles in article directories which are having good ranking but submit one article in one directory and not in ten directories. Once it is approved, share it in social media, bookmark it so that it will get good exposure and as well as it will get indexed easily.

Yup as Leifnsn said, make sure your on-page looks good but don't go overboard. Get quality backlinks, becareful who you buy from aswell. Recently theres been more reports of people getting the "unnatural links have been detected" by google in their webmaster tools.

I suggest you go with article submission and blog posting for getting permanent backlink for the website. You have to create some websites for blogging and always put quality content on that websites.
