I'm new to link exchanging and I was hoping I could get a few pointers. Here are the questions I currently have:

1) As a PR1 site, should I be willing to do a link exchange with anyone who will post my link or only related sites?
2) Should the linking I do be organic or should I just have a page for links? If the answer is organic, can someone provide an example for how I would do that?
3) How do I find people to exchange links with?

I would really concentrate on related sites as this will be more beneficial in the long run,

It is good to go on related blogs however check if they have 'dofollow' links or not. Without 'dofollow' links are of minimal value.

I think buying text link is a simple way to get quality backlink. such as TLA. You can choose any site you want. and any alexa rank you want, and still many option there. Or you can place your link in my site, with affordable price.

really good point to note, the blogs commenting without dofollow is not much beneficial

It is always good if your share links with niche websites. Also...if the website who is sharing your link gets penalized by google, you will also penalized. So..when exchanging links..you must be very careful.

You can do link exchange but according to mine point of view we should not exchange the link with 1PR sites ......

If you are thinking about links exchange then this is not a good idea because search engine not like the links exchanging it's better to post in forums and commenting in relevant blogs

i have the answer for you first question and that is you should exchange your link with high pr like 4 or 5 if you will exchange your links with 1 pr website it will not good for you.

Different way to find SEO guy. You can get seo guy from Google, facebook, twitter also SMO guy you can find there. Link exchange is one of the most effective techniques for SEO.

The problem is, how do you approach a PG5+ site and ask for a link exchange when your PR is far lower?

Link exchange means giving links on our site and taking links from other site....there are three different way we are doing this....

One way link exchange A give link to B Exam. Directory submission

Two Way link exchange Reciprocal link is a mutual link between two objects Example Article submission and blog submission

Three way link exchange :SITE A links to SITE B, SITE B links to SITE C and SITE C links back to SITE A to complete the loop. Example : link wheel
