Content and backlinks both are important and content plays an important role in getting the traffic for the website because google crawl the good quality content and post it to the relevant information to the users which automatically improves the website traffic.

Content is king and backlink is juice. So, first you have to published unique content then start to earn some backlinks.

Content without links will not rank but links with no content will neighter=) However much great content and a few links can take you somewhere but many links and no or poor content will take you nowhere so yes content is king=)
