Content, because you never know who will see your awesome content and promote it/link to it.

My opinion is that both are important 2

I think content is King For customers but its not a king of google search result, Relevancy might be helpful to your clients, but Google can’t read and if you’re not on the first page of Google, your customers won’t find you anyway.
