I will format the computer please advise us to install new OS.

Personally, i prefer Windows 7
But it will be hard to choose between Windows, Linux, Mac.

There is no "best" OS. All are different and are made for different people and different needs. I prefer Mac, but like I said, all are different and have pros and cons. Perhaps give a little more information as to what you will do on your computer and we can give you a better response.
