For quality backlinks and relevant traffic, Blog commenting is much better way. Through blog comment you can drive relevant traffic to your site from other sites.

I don't believe you can generalize and say that SE's trust blog commenting more than forums. It really depends on the forum, because the best ones don't just allow anyone to have a signature, they are tightly controlled and spam posts are deleted and spammers banned.

Alot of the ones I find are to old or you're comments never get approved

Leave comments on relevant blogs and make useful comments. More and more blog owners make links no-follow because of spamming.
