Top SEOs believe that external links are the most important source of ranking power.
External links pass "link juice" (ranking power) differently than internal links because the search engines consider them as third-party votes.
Top SEOs don't believe that the "title" link attribute is used for rankings purposes.

Outbound links are links that are meant to take you elsewhere. These are links that are going to direct you to another specific webpage or website altogether. Most, if not all, websites have outbound links. Two sides of a coin. There are two (2) kinds of outbound links.

Outbound links are all links from a particular webpage that lead to other pages, including pages in the same domain. An excessive number of outbound links can damage a site’s Search Engine Positioning because a Spider may perceive it as a Link Farm.
