If you already have a lot of backlinks but a very little content then you maybe need to focus on content creating for a some time. Of course you must do both link building and content creation.
But if you already have a lot of backlinks and high PR and DA it would be wise to add more content asap

Both are important, remember you can always fine tine and improve your current content. Don't just focus on churning out new stuff, you've probably got lots of old pages/posts that can be improved and brought up to date.
