I think meta description should be 160 to 165 character, and 10 keywords you can use on a single webpage..

Meta Description: meta description's length should be 15o to 160 is idol.
Keyword: meta keyword length should be 100 to 120 is good.

Owner advised to give a brief description of a page on its website, only a maximum of 160 characters (including spaces).

The description should be between 160-170 words and Keywords 120-140 words

What happens if description and/or ttle is too long.
Does it just get chopped or is it bad for ranking ?
