You can use the backlink checker tool to find out which spammy and low quality backlinks are associated to your site. Then, use the Google disavow tool to remove the association. It should help improve the ranking of your page.

Monitorbacklinks or Ahrefs is pretty good. However, something tells me you don't have a bunch of broken backlinks and that is the reason you aren't getting indexed or are on Google. Wehen Google see's that your site is fast and mobile friendly, you will see very fast improvements in your placement.
