I am new to SEO. I wants my site to be on top of major search engines. Please suggest me how to do proper seo.

To be at the top you need very hard work! It's important to choose good keywords and description, as well as have good content which you have to update many times a week. It would be good if you added your site to the search engines.
There are many other things, which you will learn by reading SEO articles..

Just build links using your keyword as your anchor text.

Write articles and submit it to article directories, then submit it to the popular bookmark sites.I think it could get you backlinks and traffics.

Build links with the keyword you are targeting .. For example .. if your Keyword is "Key Word" than post in blogs as name of "Key Word" ..

If your site is barely new, I suggest you do a combination of PPC and link building. When you reach a certain rank in SERPs you could slowdown on PPC and continue link building at a constant velocity until such a time that you won't be needing PPC anymore. If you are not in a hurry then I suggest a simple link building would suffice. Just don't try using black hat SEO and do not bombard your site with lots of links immediately and you will be fine.

Try doing linkbuilding, social bookmarking and submitting article to artile directories. Keep informative and good content in your site

Factors you need to consider with regards to SEO:

On-Page Optimization (done within your site): meta tags, title tags, h1/h2 tags, description, keywords, sitemap, robots.txt.

Off-Page Optimization (done outside your site): press release, classified ads, link wheel, social bookmarking, article submission, etc.
